\n“Gender and “Enemy Alien” Registration in Oregon during
the First World War”
During the First World War\, the United State s\, along with other combatant nations and some neutral nations and coloni es\, registered\, policed\, and interned residents who were citizens of en emy nations. This presentation will examine the registration and surveilla nce of non-citizen “enemies” in Oregon with attention to gender and gender identity\, The complexities of this wartime registration were compounded by the Expatriation Act of 1907\, federal legislation mandating that U.S. born women who married non-citizen men lost their own citizenship and took the citizenship of their husband. In Oregon\, over a quarter of the 1\,56 7 women who registered as non-citizen enemies were born in the United Stat es and had been U.S. citizens before marriage. The case of non-citizen “en emy” registration suggests some important historical foundations for surve illance\, citizenship\, and civil liberties in subsequent decades and in o ur own current day.

\nKimberly Jensen is Professor of History and Gender Studies at Western Oregon University. She is the author of Mobilizing Minerva: American Women in the F irst World War (University of Illinois\, 2008) and Or egon’s Doctor to the World: Esther Pohl Lovejoy and a Life in Activism (University of Washington\, 2012) and is completing a book manuscrip t on gender\, citizenship\, civil liberties and the surveillance state in Oregon 1913-1925.

\nInside the Salem Pioneer Cemetery is a relatively unknown shrine that was used by residents of Sal em’s Chinatown from the late 1800s through the 1940s. Join Kimberli Fitzge rald\, archaeologist and historic preservation officer with the City of Sa lem\, to learn about the public archaeology project that uncovered the shr ine-one of the few remnants of the city’s early Chinese immigrant history- and how the practice of public archaeology can help amplify the stories of Oregon’s historically marginalized communities.

Born in Cambridge\, Massachusetts\, Kimberli holds a Masters degree in City Planni ng and Historic Preservation from the University of Pennsylvania and a Mas ters in Archaeology/CRM from Adams State in Colorado. Individuals of Chinese heritage have been living and working in the Salem area since at least 1860. Despite this long history\ , little research had been done to document and share their stories. Sever al community-wide projects in the past five years have been working to cha nge that. A local advisory committee\, including historians\, members of S alem’s Chinese community\, representatives from the Chinese Consolidated B enevolent Association\, the Hoy Yin Association\, Friends of the Salem Pio neer Cemetery\, and Willamette University helped advise an archaeological team in uncovering a funerary table in Salem’s Pioneer Cemetery\, one of v ery few physical remnants of the late-nineteenth and early-twentieth-centu ry community. Together\, the project committee and today’s Salem Chinese c ommunity reinstated the funerary table’s use in a revived annual Qingming festival at the cemetery\, now in its fifth year. Further research has hel ped name individuals\, families\, and businesses and collect photos\, maps \, and data to help better tell this story in public programs\, articles\, and exhibits. This program is part of the OHQ on the Road series\, with u pcoming programs inspired by the Winter 2021 “Chinese Diaspora in Oregon” special issue.
