This presentation wi ll examine the registration and surveillance of non-citizen “enemies” in O regon with attention to gender and gender identity\, The complexities of t his wartime registration were compounded by the Expatriation Act of 1907\, federal legislation mandating that U.S. born women who married non-citize n men lost their own citizenship and took the citizenship of their husband . In Oregon\, over a quarter of the 1\,567 women who registered as non-cit izen enemies were born in the United States and had been U.S. citizens bef ore marriage. The case of non-citizen “enemy” registration suggests some i mportant historical foundations for surveillance\, citizenship\, and civil liberties in subsequent decades and in our own current day.\nAbout the Sp eaker: \nKimberly Jensen is Professor of History and Gender Studies at Wes tern Oregon University. Despite thi s long history\, little research had been done to document and share their stories. Several community-wide projects in the past five years have been working to change that. A local advisory committee\, including historians \, members of Salem’s Chinese community\, representatives from the Chinese Consolidated Benevolent Association\, the Hoy Yin Association\, Friends o f the Salem Pioneer Cemetery\, and Willamette University helped advise an archaeological team in uncovering a funerary table in Salem’s Pioneer Ceme tery\, one of very few physical remnants of the late-nineteenth and early- twentieth-century community. Together\, the project committee and today’s Salem Chinese community reinstated the funerary table’s use in a revived a nnual Qingming festival at the cemetery\, now in its fifth year. Further r esearch has helped name individuals\, families\, and businesses and collec t photos\, maps\, and data to help better tell this story in public progra ms\, articles\, and exhibits.
